About Navigator

Navigator provides a transparent, evidence-based view of progress on Zambia’s priority development programmes—showing what has been delivered, where it has been delivered, and the evidence behind each result.

The platform brings together delivery efforts across government institutions, private sector actors, and development partners to support coordinated implementation, prevent duplication, identify service gaps, and strengthen accountability for results.

Why Navigator Exists

Priority programmes involve multiple stakeholders operating across thousands of locations. Effective delivery requires more than reporting numbers—it requires understanding geography, execution records, outcomes, and supporting evidence in one structured view.

Without a shared reference, interventions risk fragmentation, uneven coverage, and inefficient allocation of resources. Navigator provides that shared reference.

What Navigator Brings Together

  • Activities – structured execution records and narrative context
  • Output indicators – what has been delivered
  • Outcome indicators – what has changed
  • Geographic scope – where delivery has occurred
  • Evidence – documents, records, and supporting materials
  • Cross-stakeholder visibility – aligned contributions across institutions and partners

How Navigator Supports Delivery

Navigator is designed as a delivery coordination and transparency platform. It enables teams to:

  • Track progress on defined priority programmes
  • Identify overlaps and avoid duplication
  • Expose service gaps across locations
  • Support targeted deployment of resources
  • Generate evidence-based reporting for executive and public use

Scope and Focus

Navigator focuses on priority development programmes. It does not attempt to track every public activity, but instead concentrates on defined national priorities where structured coordination, measurable results, and verified evidence are required.

The platform continues to evolve as programme needs expand and data quality improves, strengthening Zambia’s capacity to coordinate, monitor, and communicate delivery in a disciplined and transparent manner.
