Zambia's nominal GDP for 2025 is estimated at $29.37 billion, according to the International Monetary Fund (IMF). Mutati said while government has made significant progress in expanding digital infrastructure, the next phase must focus on ensuring that citizens actively use the technology. Speaking when he addressed the Information and Communication Technology Association of Zambia (ICTAZ) conference in Livingstone yesterday, Mutati said connectivity alone was not enough without increased usage. He noted that digital consumption remains the missing link in unlocking the full potential of the ICT sector. “We are at 40 percent in terms of consumption of internet. We need to move beyond that. If we need to get to US$60 billion economy, [we] must lift that to 80 percent,” Mutati said. The minister explained that government has already laid a strong foundation through reforms and investments in infrastructure, including the expansion of the country’s fibre network. He said the growth from 15,000 kilometres to over 45,000 kilometres of fibre connectivity was a direct result of deliberate policy decisions such as removing import duty on digital infrastructure. “That doesn’t happen by accident, it is because of the reforms that were undertaken,” he said. Mutati added that government’s methodical approach to building the ICT sector had strengthened resilience and expanded access, but emphasised that the focus must now shift to usage. The minister further revealed initiatives to increase access and participation, include the introduction of free public Wi-Fi under the HH ZAM free WiFi programme. He said the initiative, being implemented with ICTAZ, will help bring more citizens online and stimulate digital activity. “Free Wi-Fi will increase digital consumption by making technology accessible to ordinary people,” he said. Meanwhile, the minister revealed that the tech sector had made history by successfully raising capital on the Lusaka Stock Exchange’s alternative market, which had remained inactive for years. “In 2025, the tech sector became the first to raise capital on the alternative market, and it was oversubscribed by 114 percent,” said Mutati.
